Live Transactions Advance Electronic Bill Presentment Service from MasterCard RPPS
Participants Billserv, Inc. and Online Resources Complete Electronic Bill Payment and Presentment Loop

Purchase, NY — January 15, 2002

MasterCard Remote Payment and Presentment Service (RPPS) today announced that its electronic bill presentment service is now processing live transactions from billers to consumers via participants Billserv, Inc. (Nasdaq: BLLS) and Online Resources Corporation (Nasdaq: ORCC), two of the leading participants in the electronic bill payment and presentment (EBPP) industry.

Billserv currently has 96 signed billers and 76 are in a production environment stage with the remaining 20 in various stages of implementation. Online Resources distributes bill payment and presentment services to more than 525 banks, thrifts and credit unions.

“Participants, such as Billserv and Online Resources, are thrilled to work with MasterCard RPPS because the one-stop connectivity and support of open standards by MasterCard RPPS will aid in the acceleration and widespread acceptance of electronic solutions in payment and presentment,” said Cathleen Conforti, vice president, MasterCard RPPS. “In addition, our solution allows participants to improve efficiencies in complete EBPP services and reduces the costs of participation versus other models.

The MasterCard RPPS model allows biller service providers (BSPs), such as Billserv, to communicate with multiple consumer service providers (CSPs), such as Online Resources, and vice versa, via a single connection through the RPPS hub.

“Billserv is pleased to work with MasterCard to further demonstrate our commitment to industry leadership by being the first billing service provider to transmit e-bills to this preeminent organization,” said Michael Long, chairman and CEO, Billserv, Inc. “This achievement clearly demonstrates our abilities to deliver on our pledge to provide our customers and their consumers the broadest distribution capabilities in the e-billing industry.”

“Industry analysts have long believed electronic bill presentment has been the missing piece of the puzzle to drive adoption of online bill payment,” said Matthew P. Lawlor, chairman and CEO, Online Resources Corporation. “We see the addition of bill presentment to our existing world-class bill payment capability as the critical step to completing the electronic banking experience for consumers and helping to drive mass market adoption.”

First Virginia Banks, Inc., a $10 billion financial institution, is a participant in the RPPS program via Online Resources and is planning an expansion of the service to its customer base in the spring of 2002. Both Billserv and Online Resources Corporation will bring additional clients online throughout the first quarter. Several other major BSPs and CSPs are expected to go live in the first quarter as well, and MasterCard RPPS will continue to add participants on an ongoing basis.
